Easton Area Joint Sewer Authority New Administration Building

NOTICE IS HEREBY GIVEN that Easton Area Joint Sewer Authority (or Authority) will receive sealed bids for the construction of a new Administration Building at the Easton Wastewater Treatment Plant (WWTP) located in Northampton County at 50 South Delaware Drive, Easton, PA 18042. Bids for all contracts shall be mailed or delivered to the Easton Area Joint Sewer Authority office, and be received by the Authority at its offices, no later than 1:00 PM, prevailing time, on March 25, 2022, , located on the plant site at 50-A S Delaware Drive, Easton, PA 18042. All bids will then be hand carried and opened in the WWTP Garage, also located on the plant site to allow for social distancing and compliance with COVID related prevention measures. It is the responsibility of any bidder submitting a bid by mail to ensure that it is received in the Authority’s offices by the bid deadline.
The scope of work for this project includes, but is not limited to, site work, underground utility installation, general construction, HVAC, electrical and plumbing work to construct a new Administration Building on the WWTP property. The WWTP is owned by the City of Easton and leased to the Authority.
There will be four separate contracts for this project. All project documents and solicitation details will be available at no cost at MKSD Architect’s website (www.mksdarchitects.com) on or after February 25, 2022. To be recognized as a valid bidder, bid documents for this project must be downloaded from the architect’s website. Due to the possibility of inaccuracies in the documents procured from other sources, and the potential for an incomplete understanding of the project scope, bids submitted by contractors who procure these documents from any other source but the authorized source will be considered non-responsive and rejected.
A pre-bid meeting for all contracts will be held on March 3, 2022 at 9:00 AM in the WWTP Garage located on the plant site at the address listed above. Attendance at this meeting is not mandatory but strongly recommended. To arrange a site visit, prospective bidders may contact Jeff Morgan, P.E., SC Engineers/Authority Engineer, via email at JJMSCENGRS@AOL.COM. The last day for questions regarding the project or to make a site visit is March 18, 2022.
Either a Certified Check or a Bid Bond drawn to the order of the Easton Area Joint Sewer Authority in the amount equal to ten percent (10%) of the amount of the bid must be submitted with each bid as security.
This project is subject to the Pennsylvania Prevailing Wage Act, approved August 15, 1961, P.L. 987 (Act No. 442), as amended and supplemented, and reference is made to the prevailing minimum wage rates applicable to this project which have been promulgated by the Secretary of Labor and Industry. Bidders shall prepare their bids after giving consideration to the applicability of said Pennsylvania Wage Act to the work involved and all other laws and regulations, state or federal, applicable to such projects.
The Easton Area Joint Sewer Authority hereby reserves the right, which is understood and agreed to by all bidders, to refuse any or all bids submitted, and also reserves the right to waive any informality, irregularity, defect, or error, including typographical error, in bids received, but any contract awarded will be to the lowest responsive, responsible bidder.
NONDISCRIMINATION IN EMPLOYMENT
Bidders on this work will be required to comply with the Pennsylvania Human Relations Act No. 222. The requirements for bidders and contractors under these enactments are explained in the project documents.
Except as otherwise provided by law, no bidder may withdraw his bid within sixty (60) consecutive calendar days after the actual date of opening thereof, or one hundred twenty (120) consecutive calendar days if the award is delayed by a required approval of another governmental agency, the sale of bonds or the award of a grant or grants.
